It should be common sense but unfortunately not everyone uses it. I was on state active duty in Conway when Matthew hit and what the local/county government and law enforcement was telling people was that if you did not evac, no assistance could be provided once the storm hit.

Ya, but being a civil service employee....a VA employee can literally walk in to their bosses' office, shite on their desk, give them the finger, then take the week off.

A few things here, the system will be weakening on approach and that process will quicken with the stall near the coast. Areas to the SW of the center will be under offshore flow until the center passes. The heaviest rains will likely be offshore. Also, the initial surge won't necessarily be "held" in place.
