After Katrina and Harvey, the state (N.C. in this case) would be responsible.
However, the Stafford Act dictates that the local government contact the state government which contacts the federal government in order to get assistance. That was the issue with Katrina. If you remember, Mayor 'Chocolate City' Nagain was very late in contacting Governor Blanco. By law, the State did not have a directive to send help to New Orleans and Bush did not have any way of being able to assist. Just because of one incompetent official.

Heres an interesting observation, Brunswick Nuclear Plant is about 18 miles south of Wilmington NC right on the water.
