Why have humans consistently been running faster and faster times in races while Secretariat still holds and unbreakable record at Belmont?

Because secretariats numbers are fake and untrustworthy. Duh

You can’t trust some dude who just polished off his 10th mint Julip to keep an accurate time stamp

Well, start coming up with horse weightlifting regimens and you’ll see improvement.

Horses routinely skip leg day.

Humans have a whole entire foot to run on, horses only use a single digit. How fast would you be running on only one toe?

There’s a pretty interesting TED talk on why atheletes have gotten better/faster/stronger

Mostly technology and natural selection

I think it's probable horses are faster on average. Secretariat was a once in a lifetime horse and now you have better timing systems that more accurately reflect true time. I don't think it's crazy to think times back then were embellished a bit. Same with guys like Deion Sanders and Beau Jackson still have some of the fastest 40 times.

Because we are not native to Earth. Every day further evidence is discovered that we are products of alien seeding. Our dna was sent to earth by our alien ancestors to continue their species. It looks like you may have stumbled upon more proof.
