And it is both sides. Both sides have a percentage of people who will buy into anything. And when it comes to voting, the way you get people out to the polls is to create emotions, especially fear. And while most people will forget this before the presidential election comes around, there will be those who hold on to it.

Over time, the most stupid shite you throw out there, the more people you have hanging onto some irrational story that they have become emotionally invested in that will get them out to vote (otherwise, people are less likely to go vote if they are not passionate about something).
