You really think they needed a passport to verify the identities of the hijackers? All they had to do was look at the flight manifest for names like Mohammed. Nobody otherwise would have questioned whether it was Muslim terrorists. To do the passport fake thing only hurt the credibility.
9/11 was coming for at least two years. It was bin Laden. It was al qaeda. It was the the guy with the deep v neck t shirt whose name I can't remember.
Now, did people with big investments in a mandate to go to war know something was up and potentially even fail to stop it for that reason? We can have that discussion.
