Depends on the major.
Tier 1:
Rice
UT (if in business or a liberal arts/poli sci type degree)
A+M (if engineering or Ag degree)
UNT for music only
Tier 2
TCU
SMU
Baylor
Tier 3
UH
TX Tech
Tier 4
Southland and former Southland conference schools
UNT
UTEP
Tier 5
Random schools like west tx state and such
Not including random liberal arts schools
Tier 1:
Rice

SMU is ranked higher than A&M. It's ludicrous that some people here have put TCU and Baylor over SMU.

And yet, their engineering program is probably better than any Louisiana schools. Maybe things have changed, but I know a few years back this was the case.

While I mostly agree w/ that list, U of H, ol' cougar high, is the only real threat to grow into the tier 1 category. They aren't there yet by a long shot but they're not just a commuter school anymore. Rice is so small in comparison to the other two that UH really needs to make the leap. Tech will likely never make it to tier 1, and that's fine, but they need to improve.
And t.u. has a great engineering dept, and A&M has a great business school. They just aren't the absolute best.

Quite frankly, I wouldn't have a problem sending my kid to any of these schools, they are all good quality (maybe outside of Texas State, but they are on the rise.) My list would be as follows:
Rice
University of Texas
Texas A&M University
SMU
Baylor
TCU
Texas Tech/Houston
Texas State
Rice
University of Texas

Rice is very highly rated amoung Rice Alumni.

A&M
are 1 and 2. Niece at UT and nephew at A&M. Been to both.
Lithette #1 went to Trinity Big waste of money IMO compared to Lithette 2 and 3
