oil and gas has been doing it for 100 years. hurricane comes > evac >come back once it passes > fix everything > go back to producing until another storm comes.

They do but this is an airport, roads, rocket launch site, offices, storage facilities, fuel production…
This is a massive site with all kinds of different infrastructure not “just” oil and gas refining.
There will be different challenges for such a site.
