How was one man able to destroy Spanish Lake?

One man can make a difference in this town. Just look at Spinosa, Alton Sterling, Mayor Broome, Woody Jenkins, Tarsha Clark Amar, Kenny Matassa, and Edwin Edwards.

There is a Spanish Lake in New Iberia also. I hear it’s where the baws wash their hair after getting the New Iberia haircut.

If I recall it is more of just a muddy low lying area now, not much of a lake. Who is this "one man" you are referring to? and how did he do whatever it is you think he did?
