He didn't claim to be, only that it would be a responsibility/technical regression from what he's doing now.

Feel lucky you know in advance and go to see what opportunities are available. Twenty some years I flew up to Boston early one morning for an interview with the position being in my local area. Within 10 minutes of the interview starting I am told the position has now moved to Chicago. No notice and they knew I had no plans to move.
I didn’t walk out or end the interview but my answers after that were not very good. That prick.

Number one is to get in front of the hiring manager. You never know what kind of mind games corporations play with potential hires. If you go in there with an open mind and ask logical questions in regards to the old position and the new position you should fare well.

A good portion of this board is posting from flood risk zones this week- so it could be a stress traveling.
I’d likely give a serious call over to the company to discuss this before 100% deciding. If on the other end I wouldn’t fault a candidate for not coming.
Any company that changes the position without telling you and then considers not traveling to interview for a substantially lower position to be burning a bridge is not a company you want to be at. Have a discussion, make a reasonable choice, and don’t regret it.

Nor would I think that is the expectation.
He’s, hopefully, proven to have an aptitude for the field and gained noteworthy foundational experience to build on though - there’s nothing wrong with expecting your next role to reflect that.

That being said, I would not view it as burning a bridge if he backed out at this point. I'd also argue that if the company did view him negatively for backing out and thus burning that bridge, that is a company he'd probably want to steer clear of any way. If they can't understand that they pulled something pretty shitty on him, they're probably a pretty shitty company.
I'd also argue the fact that they weren't forthcoming about this, and he had to find out about it on his own is a HUGE red flag for this company any way.

I do think he should go if nothing more than just a free trip, but I think he's 100% ok to decline due to the BS the company pulled. That isn't any way a bad look on him if he did that.

I interview or take people out to lunch pretty often. I don't really know anything about all the HR shite that goes on beforehand so if they just didn't show up or canceled last minute for no seemingly good reason, I'd definitely hold it against them. And again, maybe this is a company he doesn't want to work for but what if a person that works there moves somewhere else and remembers him dipping on an interview?

Like I said, that's all HR shite that more than likely I'd never know so from my perspective (which very well could be misguided but again I wouldn't know) that's exactly what's going on.

I’d generally be surprised if someone carries this scorn that long and wouldn’t want to work with them if they do.

I'm sure not every industry is the same, but mine isn't that big and not showing for an interview after that much work has been put in to get you there is a pretty big deal.
If he had a valid excuse, all good, but in the OP he pretty much said he's just not going to show up and not tell them anything.
