Remember, to avoid damage to the air conditioner, you need to make sure the capacitor is discharged before you remove it.
One way to do this is to touch the metal chassis of the unit with one hand and the contacts on the capacitor with the other to ensure a good path to ground.

Not when they aren’t working, hence the need to replace them
ETA: Almost everything besides the refrigerant and lines is easy to DIY. Good luck buying parts locally though. They are like a cartel and only sell to AC companies.

They make these things called meters that you can use to check to see if they are holding a charge. But sshhhhh, don't tell anyone, it's a secret.
If it is charged, just touch your tongue to the terminals to drain it, that way you won't shock your fingers when you remove it.

I’ve done electrical work all my life. I still take a picture before I pull the old one out to ensure I got the wiring right. You have a camera in your pocket, don’t forget to use it,

Could be a weak capacitor with a charge but not enough charge to work properly on the compressor or fan. Could also be a dual capacitor with one side failed yet the other side is still fully charged. Always discharge the capacitor for safety.

Always keep extra starter caps on hand for the evaporators and condensers as I have to units. Even have an extra blower motor on hand for the squirrel cage just because.
The scheduled failures will always occur after normal hours when they can be purchased easily. Much easier to replace an $8 cap myself at 8pm in 5 minutes then to have to hear complaints the AC is out all night until you can get parts....or pay some joker $150 (or more on weekends) to come out and replace it.

I have changed them out several times, easy cheesy. The older I get, the more I’d rather pay my AC guy to do everything though. He a good guy, does good work and has mouths to feed too.

It's really easy to do, just be sure the power is off and reconnect the wires in their correct positions, which is marked. I've done it on mine several times.

Recently did mine. A/C guy said I can do it and charge you or I can tell you and you do it yourself. Took 2 minutes.
