Teaching in inner cities and poor rural areas is usually harder and lower paying than suburbs. Better teachers get hired away by suburban districts with better pay. Inner cities and rural districts are left with subs filling vacancies, new teachers, weak teachers going through the motions and a few who really want to change the world. There are some districts, like Miami, that pay highly effective teachers 10-20k extra if they go in to the poorest schools. So there is supply and demand forces at play in Teaching.
Teachers in the suburbs often do fine, teachers in most inner cities and rural areas struggle. Same things are happening with LEOs and Fire Fighters.

I just don't see how that's tied to the teacher's performance. The program certainly has it's issues with basing everything off of metrics. It's a disservice to the schools. My father retired early due to how they handled things. Kids wouldn't be suspended/expelled when they should be since that would keep the reported numbers down for the school to get a better "grade". But that doesn't change that a principal can recognize that teacher A is more valuable than teacher B.

They get paid for 9 months. They have their pay spread out over 12 months. They don’t get paid for the summer, or holidays, etc. They get paid for 187 day work contract. They don’t get paid for Christmas, Spring Break, etc.

It largely depends on the location, starting salaries can range from $32k-$52k depending on the state (and then vary after that), (there are other sites showing different numbers, but they aren't too far off)

But in a broader sense, teachers are underpaid because teachers accept jobs for less pay than they should, or think they should.
If all these people and others changed fields like they should if their issue was truly and 100% from not being paid well as a teacher(it likely isn't but go with me) then there would be a teacher shortage, and in order to get more teachers salary offers would rise. Tada!!

I simply do not believe you can't live a modest life as a teacher with that much experience.
Why does that one with 16 years experience need TWO additional jobs? She's likely living way above her means.
Life isn't fair, not everyone gets the nice, big house. Some people have to settle in on the modest apartment in the average but not even bad part of town. It is what it is...some folks don't want to accept that though.

Same for high cost of living areas. If you choose to live in a high cost of living area, that’s on you. Tons of people feel they have a right to live wherever they want and be offered comparable housing everywhere. That’s not how it works though. Affordable housing in desirable areas is not a right. If you can’t afford San Francisco, move somewhere you can afford

My best friend growing up and his wife are both teachers. He's got a house on a slew on the Tennesee River, Boat, and a kid.
And his wife teaches k-6

Im a teacher in america and am about to be almost completely debt free (minus car and public student loans) after only year 5 and will likely buy my first house within the next year.
