I can't say I've ever been to Atlanta. I know a lot of people hate it. I know that, for my job, Houston (where live currently) is a far better place.
But Houston is flat, boring land that is falsely portrayed as "cheap." It is not unless you live in the burbs and commute an hour into work or your workplace is in the burbs. HISD is terrible and private school and childcare is astronomical.
Assuming all else is a wash, I would think Atlanta would be better based on topography alone.

Economy - edge Houston, but Atlanta is pretty strong
Natural Aesthetics - Huge Atlanta, much more attractive place
Weather - Solidly Atlanta
Sports - Hard to say without bias, but clearly the Falcons are more competitive, CFB is probably a little better in Atlanta and the Atlanta soccer team has more enthusiasm at the moment than any team in either city. Two new Atlanta stadiums help.
Upscale areas - River Oaks is probably a little better than Buckhead, so Houston
Suburbs - Houston
Government - Both are terrible. No income tax in Texas, so Houston
Crime - Draw
Things to do outside of the city - Huge Atlanta

Then for sure dont limit yourself to buckhead. lots of options, can even go along a few areas of the marta line if you dont want to drive to airport.

It's been 10 years since I lived in Atlanta but all other things like job/family/friends being equal I choose ATL over Houston every time. The climate is just so much better. It still has seasons but the humidity is a lot lower which makes outdoor living much better. Houston's weather is pretty much the same as BR's weather. You might get 3-6 weeks a year total in the spring and fall of good balcony/patio sitting weather. In ATL it was more like 2-3 months of good balcony/patio weather IIRC.

Economics favor Houston. Weather and outdoors favor Atlanta. Crime is a push. Depends upon what you like.

Don't mind Houston, but I've never lived there. I've been in ATL the past 5 years and it's not bad at all. Weather is much nicer than Houston and the mountains are close. Hated it when I first moved here, but it has grown on me. Plus, you get to make fun of the Falcons fans. That being said, I hope to get back to LA in 2 years.

Out of curiosity, what part of town are you in? My wife and I have been here for the past 14 mos and absolutely love it. We'll be moving back to Austin soon but have nothing but good things to say about Atlanta. Sat. we drove up and hiked Tallulah Gorge which was pretty damn cool. Nothing remotely close to that anywhere near Houston.

I've been all over Baltimore and have stayed in fed hill, fella point and inner harbor and would live in all three. Lots of history and culture in those rowhouse neighborhoods imo

I like Fed Hill. Inner Harbor is great for Baltimore but I would not want to live there. There is just zero industry in Baltimore anymore. Everyone who grows up there goes to school and moves to D.C., NYC or Philly. It is Cleveland or Detroit but close to nice cities so it has some cool shite. It definitely has neat history but it would have to be a perfect working opportunity for me to want to move there

IF you're traveling a lot domestically and to Europe for work I'd pick ATL all day.
