The house next door to me is decaying before my eyes and the HOA is useless. Mold all over the bricks and siding, torn window screens from a hailstorm 6 years ago blowing in the breeze, and the backyard has apparently been returned to nature. HOA apparently can’t force them to do anything.

Call your city’s code enforcement they have the means and will for enforcement.

The Ugly...
The amount of condominiums being built with many of them college-aged brats being handed everything from daddy. Talking condos that cost 300 to 400.
The good...
Keeps people from being lazy and prevents ridiculous tackiness.
The bad...
Becomes a tie of "Who is who in Baton Rouge" keeping up with the Joneses assholes who band together.

I called code enforcement. Only citation was for a rotten porch post. Apparently the mold, torn screens, and rotten wood around some windows was ok. And they claim they are not allowed to go in backyards at all.

We have a gay couple in my neighborhood that police the shite out of non-compliance people. One dude will get on the Nextdoor app and tell people in all caps to stain their fences and mow their grass.

you forgot about
its not allowed to have a boat even in your garage (because then car parked outside is an issue)
told how many and what types trees and flowers you have to have
you can only have their approved mail box
and i shite you not, they put limits on the number of ups/fedex packages you can get in a month (because those trucks are a blight on neighborhood image)
and my most favorite is being told what days and time slot you must cut your grass
its not allowed to have a boat even in your garage (because then car parked outside is an issue)

My HOA isn’t bad. Nothing overbearing and I think they genuinely just want people to not do anything too stupid to affect the home value.
My neighbor built a shed in his backyard. It’s a nice shed that closely resembles his house so not a big deal, but he didn’t run it by the HOA first. I’m sure the old lady across the street called it in. HOA didn’t do anything, just put a reminder out to make sure you talk to the HOA before making changes like that to your property. They didn’t tell him anything, even though the shed is supposed to be attached to the house per the bylaws, but like I said, it’s not a shitty shed.
Talked to my neighbor about it and he says, I didn’t join the HOA so I don’t have to follow those stupid rules.
I’m tempted to go tell the HOA his thoughts on this so they can put a lien on his house for being a dumbass and not paying the fees for the last 3 years, but I’m not into drama. Just don’t understand how one can be so stupid. You bought a house in the neighborhood that has a HOA. If you don’t want to be part of the HOA, don’t buy the house. It’s not a choice to not join once you buy the house. He honestly thinks since he doesn’t pay, he doesn’t have to follow the rules.

it's literally this simple. it's unbelievably simple.
when buying a house:
a) read everything you sign
b) if one of those things they ask you to sign is an HOA covenant:
...1) agree and sign and buy house
...2) don't agree, don't sign, don't buy house
THAT'S EVERYTHING.

Sounds like your HOA doesn't enforce anything. HOA's have the power to put a lien on your house until you comply.
