Those are good expectations, but dont really deal with what really happens.
Just leave yourself an out, because if you have two kids, at least one will at some point. Its more normal than you think.

As a once 17 year old pothead I can tell you the biggest impact you can have on him is to tell him if he chooses pot, he's on his own. No bail, no fines paid, no more allowance, he needs to start looking for a job and residence as all non-emotional/mental support is over. You'll always love him, but anything other than a roof/bed/occasional meal is now on himself. If he wants to pursue an adult lifestyle you will only support what you consider appropriate.
Give him 30 days, not another penny in the meantime. But YOU need to be prepared to lose him for a little while. He may be hard headed and try your resolve too. At 17 this is your last shot, make it one that will count!
On the flip side, it's not that bad if he can avoid Johnny Law. At least even if he were to massively vape to the point of passing out, there are no long term effects at all. Except for the illegality and still negative sociological perceptions, the matter would be moot.

Its a weed vape but im not sure its a legit one from a dispensary that is tested and trusted. People can buy those boxes and carts off the internet and put their home brew in it...and no telling what's in it if that's the case. It could be some descent stuff or it could be filled with crap that's harmful to cut what little THC is actually in it. They had a issue not long ago with them putting vitamin E acetate in them to thicken it but you are not supposed to inhale vitamin E and it was wrecking people. The cartridges from dispensaries undergo testing and all that is posted on the companies website. You can scan the QR code and verify it...the issue is there is no code on the box (that I can see) to enter to verify it and that usually means its a black market type. Its extremely popular, very little smell, and extremely easy to do on the downlow.
To add...I am not 100% sure on all state laws but I have always heard vapes (THC oil) like that are a automatic felony...worse than if you get caught with a little bag of weed.

I’d drug test him. If he’s going to live under your roof, he should respect your rules. We did it to my son when he was that age due to his grades dropping and the older kids he was hanging with. Sell them at any Pharmacy. Good luck!
