It's not struggling due to infrastructure. It is struggling due to the massive amounts of rain.
People will blame it on infrastructure and what not, but much like Baton Rouge last August, these rain totals are simply too much to handle.
Hell, without infrastructure like the reservoirs and what not, Houston would be significantly more flooded.
