Maybe in some of them it's a dummy. But in some of them he moves while in the air or after he hit the ground. At least some of them it's an actual person.

Someone compiled just the jumps from his YouTube page. He gets requests from people to come to his place in Canada and do a jump on his souped up lawnmowers, so most of those videos are different people.
