Years ago, when someone post something that was previously posted, people would sarcastically respond with pictures of old newspaper clippings from WWII which showed headlines like Japan bombed Pearl Harbor, or similarly old news stories like the first moon landing-- the joke being that it's now old news.
The Animal House, "Was it over when the Germans bombed Pearl Harbor" bit became a favorite way of expressing this "old news" sentiment without the need for pics, and was finally shortened to people just exclaiming, "Germans!" in response to things that are old news or have been posted on the board two or more times.
