This right here makes me think the credible tip was from a daughter. Maybe she found or had seen some of his 'trophies', saw the documentary, put 2 & 2 together, and here we are today.

Another creepy story pertaining to this guy/story.
Back in like 2004, like two years before the East Area Rapist crimes and Original Nightstalker crimes were connected, there was a message board about the East Area Rapist and people would post news and theories regarding his identity. Someone signed up under the username "ONS" and only posted once but was always online lurking.
Then like two years later, law enforcement ties the EAR and ONS together via DNA evidence and user "ONS" stops logging in to the board

Maybe, they phone interviewed one of his neighbors and he said that he believes ONS' daughter and grand-daughter lived with him currently.

You think this guy at 60 years old was doing this?
Also, IPs can be investigated, so they need to do this.

Not if he's convicted in CA. The guy is in his 70s. CA has more people on death row than any other state, but they've only executed about a dozen since capital punishment was reinstated. There's no way he lives long enough to go through the appellate process. And even if he does, do you think they'll execute a guy in his 90s?

I think that it could be him in your town hall photo.
The guy on the 3rd row from the bottom of the picture. Tan down jacket who appears to be sitting alone. I think the lady on his left is with the guy on her left and then there is another couple nest to them.

It's was hypothesized that serial killers didn't have enough self control to stop, but we know with BTK that's not necessarily true. Like normal people settle down and stop doing the crazy shite they do when they're younger, maybe he just got too old for it.

But what would lead to getting a DNA sample from a drug arrest? That doesn't make much sense.
