There is no air conditioning in much of France, so when a heatwave comes there is little that can be done to combat it.

There are similar issues in the UK in a lot of areas. That’s why the Study Abroad group I went there with, mainly consisting of students from the SE US, bought up every fan possible within about a 20 block radius of our dorms when we arrived.

You literally have to have a Doctor's permission that you MUST have A/c to get one in most of Europe..but they are fighting global warming, ice ages and all other top concerns of the world

A couple of serious answers:

- They prefer a smaller footprint when building residences for various reasons (some economic like they don't have as much discretionary income to spend on mortgages and rent, some political as much of Europe leans way more left than we do on energy use, some cultural as they just prefer to spend income on other things, etc.) - a downstream effect of this is that more of the nation doesn't have lavish home appliances, A/C, and other value-added products and services, and when they do, it's pretty expensive to operate (though not as bad as Germany and Scandinavia)

- There just aren't nearly as many resources devoted to the well-being of the elderly whether that's healthcare or lavish retirement homes or what have you

Now, they are learning and there are some pretty simple and inexpensive things they can do to prevent a lot of cases which they do seem to be doing.

Well, for the prior 5,000 years, the people who are most vulnerable to this kind of thing typically either were already dead due to other ailments or were more likely to die during these types of events than they are today.

To what degree is it just older people who died during a heatwave?

How do you separate the two?

Lack of AC is big.

The other isn't just the very high maximum temperatures but the very high low temperatures. When lows don't dip below 80, we get worried even here in the SE. Too warm at night, people don't sleep well, and that tends toward more heat related illnesses. Gets worse and worse for every additional day with very high minimum temperatures.
