Forty people have drowned in heatwave-related deaths in France, and France says alcohol is to blame. Not the whole not believing in A/C thing

The national weather service, Meteo France, said most of the country — the largest in the European Union — is entering unrelenting conditions that aren’t forecast to ease before Friday.
Meteo France called the heat wave exceptionally intense, “similar to the August 2003 heat wave, but with a still uncertain duration.” France introduced a heat watch warning system after that heat wave, when the highest temperatures in over half a century caused an estimated 15,000 deaths, many of older people in apartments and retirement homes without air conditioning.

I get that they don't have AC units, but can they not have fans? Seems like a good business opportunity to sell portable/hand held fans

I did a study abroad in the UK with a large group of students from across the South.
We bought out every fan in about a 20 block radius of campus the first few days there, which came in handy a few weeks later when a heatwave.

We were there in 2023. We were staying in a pretty nice hotel & asked to move rooms twice because we couldn't get the room cooler than 78. Finally they told us their AC's aren't like America's & gave us all the fans they had. There was a really fancy hotel next door to us we had drinks at, their lobby bar was steaming hot. It was miserable. I love France, but will never go in the summer again.

Their temperature record keeping began in 1947. So we and they will not know if they felt anything when the USA was going through the dust bowl. Or the high temps that hit during the Civil War.
The only way one might know would be to look at records of vineyard production.
Talking plants, specifically roses, they have three zones: Mediterranean defined where citrus fruits grow, an intermediate zone, and then the colder areas.
I would guess their intermediate zone has the same temperature swings and much of the USA.
Maybe always had and always will.

I stayed in a decent hotel on the French Riviera back in the summertime of 2014. There was no permanent AC in our room, so the hotel brought us one of the portable units that exhausts out the window.
At no point during our stay there did our room feel somewhat comfortable. I was drenched in sweat every morning.
