In fact, I think the deal with Tampa is that they simply pay the cost. No profit is made by the utility company.
Do you know how much TAX revenue that costs those areas?
On a $5000 dollar electric bill (and that's a drop compared to what Disney uses) the tax is over $800 PER Duke Energy.
And that is done with EVERY utility Disney has.
It's a MASSIVE amount of taxes.
Now.. What about the other people? Do you think that area is somewhat helping to pay for that loss of PROFIT by the Utility company and in taxes?

It’s done so the developer isn’t paying for the development (at least not as much). Even private communities (gated) can use bonds to pay for things like ponds and drainage if the storm water system is interconnected and benefits the public. Many developers push the envelope on this including things such as the road embankment in the overall cost. Typically asphalt can’t be included if it’s a gated community.

The problem is Disney’s new taxes won’t come close to the existing bond payments. The county gets the new taxes from Disney, but they don’t absurd Disney’s revenue streams. That difference in amounts will be made up by the tax payer.
However, I don’t see that happening because I see Disney and the govt working out another special exemption deal shortly before June 2023, albeit not with a big press conference

Disney already pays property taxes to the two counties. Disney pays a separate tax (I think it's a tax but it may just be nontax payment / contribution) to Reedy Creek that could go to the county but that revenue is not enough to cover Reedy Creek expenses, so it operates at a loss annually. Presumably running a $10 million deficit every year won't work for the counties like it works for Disney.
The bill also applies to the Greater Orlando Aviation Authority, the Daytona Beach Racing and Recreational Facilities District, the Canaveral Port District, the Hillsborough County Aviation Authority, Tampa Port Authority, the Tampa-Hillsborough County Expressway Authority, the Tampa Sports Authority, and more.

That's just the ones that have been caught. It's pretty obvious that Disney execs and employees, at a minimum, support sexual grooming of kids.
It's obvious by their reaction to a bill protecting kids from grooming. I mean it is.
