Russian TV and Sky News say this was a terrorist act. So the Brits and Russians labeled it so why hasn't CNN?

I went to a terrorism symposium around '06 in OKC. The speaker was the lead FBI investigator for Pan Am flight 103. I asked him why AQ had not learned how paralyzed the Beltway had become from the snipers (people afraid to pump gas or go to Home Depot). He said it just wasn't their MO but that one day a different group would emerge and would embrace that line of thought. It has arrived

You don't see why the guy having been a government employee shooting up a government employee event might not even raise a "question" that it might not be terrorism?
My guess is it was a bit of both so I'm not protecting these numbnuts on TV. His employment made the target familiar and easy for him and was inspired by radical jihadists.
However, it certainly is a "question" for law enforcement to make sure they get it right.
