The only thing that doesn't make this a hate crime is the ridiculous double standard regarding the application of hate crime laws, which is why they should be done away with altogether.
Random black guy calls me a honkey/cracker to my face and I kill him for it, I'm being charged with a hate crime. You can bet your house on it. Any law that isn't applied equally to all Americans is a violation of Constitutional rights, but it's done every day.

It's absolutely a hate crime. While he may have had bad experiences, it's not an excuse, justification, or rationalization to kill. With that being said it's certainly may give us some indication of what was going on inside of his head. I wish he had been caught and placed in a cell block with neo-Nazis.
