New rule: a player who punts/kicks must have participated in the previous play.
Thus, unless your kicker was in the game for 3rd down, he can't be the one to kick a FG on 4th down. Same thing goes for punters and punting.
Kickoffs, free kicks, and first downs are exempt from this restriction.

- Eliminate property taxes for primary residences
- Increase property taxes for secondary residences (esp SFHs)
- Increase subsidies for first-time home buyers
- Increase scrutiny and penalties for fraud
Let's say a state without any areas having a super tight rental market enacted these changes. Would this approach solve more problems than it creates? Would renters suffer too much?
