Excessive Graduations - Rant

Who has been deciding to add graduation ceremonies/celebrations to every possible minor scholastic achievement? It started a few years back with middle school graduations, and then elementary school graduations.
And now, around the corner in my neighborhood, this sign (name made up):
"Congratulations Johnny, KINDERGARTEN class of 2020"
Yes, congrats junior, you finally made it. Wasn't sure you had it in you for a while. I fully understand being able to count to 10 and take a nap is going to be one of your proudest accomplishments when you look back on this glorious day. Wait, your not actually forming memories yet? My bad....
Celebratory graduations should have 2 basic principles:
1) It should be physically possible to fail
2) The act of graduating should make you more employable than when you started
There shouldn't be 6 different graduation ceremonies between you and only being minimally qualified to work the register at McDonald's.

We had kindergarten graduation 50 years ago. After that there was no official graduation until high school.

Kindergarten graduations aren’t new & aren't a big deal, usually for parents & grandparents

I had a kindergarten graduation in 2000 fwiw. My whole family was there.
