It means Seattle PD won’t dispatch their officers to any call which may threaten the health or life of the officer if common law enforcement tools can’t be used.
I applaud Seattle PD for looking out for their own.

Do you have issues with reading comprehension? It means the city legislators have forbidden police from responding to rioting. Meaning business owners are on their own when things turn violent.
