More often than not this will be the case given the huge pro stadiums in these states, but the CFP title game does rotate now.
It was in Indianapolis in 2022 and will be in Vegas in 2026.

Cold winter weather will always limit the possibilities, but any big city with a domed stadium could conceivably bid to host the title game like with the Super Bowl. It’s no longer limited to the traditional BCS or NY6 sites
