Entergy does this. It's called sample testing. I used to work as a meter serviceman way back and we'd pull and replace hundreds of meters throughout the year. Then, later I moved into a meter shop where these same meters came to be tested. All results were reported to the PSC as well as other state and local governing bodies.
Now of course they long since outsourced the meter shop and meter testing and refurbishing, but sample testing still continues.

Last week, Entergy said the higher rates were due to the fact that they had to take down a couple of plants for maintenance, and ended up having to buy electricity on the open market. The cost of buying electricity is more than their internal production cost, so they pass that cost along to the customers.
This week, they say it was due to colder weather, and "more accurate" meters.
This is the problem with Entergy. They have built up such a large fountain of shite customer service over the years, that no one ever believes they are telling the truth.
The only time Entergy is worth a damn is when they bring in extra crews from out of state to fix stuff after a storm, and those out of town crews run damn circles around the Entergy linemen. Oh, and you get to pay for that too.

So they admit their meters have been wrong for years. If anyone is foolish enough to believe the meters were wrong in the favor of the customer all these years I’ve got some ocean front property to to sell ya.

It was weird moving to a DEMCO location and paying 20% less per kwh (because of BS extra fees) even though DEMCO basically buys energy from Entergy.

They do buy from Entergy. DEMCO doesn’t produce electricity. They buy it and resell it.

DEMCO is a member-owned electrical co-op. Entergy is a publicaly owned corporation.
Co-ops are considered non-profit organizations which means they are not required to pay state & federal income taxes.
Entergy pays income taxes and is allowed to include those taxes in its rate base by the PSC.
