You can cut it if you want if it is over the property line but she doesn't have to do it. Now if damage occurs after notification, she can be held liable. This subject has been covered multiple times on the OT. But she is actually correct in telling you to get screwed.

Seriously, I would have reacted by grabbing the quote then dropped it on the ground, looked at her and said "okay, well you go ahead and wait for me to pay" then closed the door.

If the fence is in bad shape, typically neighbors will split the replacement cost. It get's hairy when there is a disagreement over the condition of the fence.
The lady was probably very much in the wrong coming over there and demanding he pay for everything. I'd let it slide as my experience in working with my 90+ year old grandpa is that elderly people often don't see things clearly anymore.

Do you split the fence with your neighbor? Any time I have had a neighbor that I split a fence with, we split the cost 50/50
