As with everything the solution is probably somewhere in the middle but maintaining the status quo obviously isn’t the answer.
I agree with you that we should prevent mentally ill people from obtaining guns. I also think we should strengthen the penalties against people that steal them.
How do we accomplish this? I think the answer to the latter is to increase penalties for possession of a stolen gun. How do we prevent the former? People with documented mental illnesses can't buy guns already unless it's via private sale.

To all you dumbasses saying their should be a test to own guns GFY. Who determines the test ? Guns have a downside and a positive side . Today we get to see the downside . You can never keep all the bad people from getting guns unless you keep all the law abiding citizens from getting guns . Same for drivers (I know there is a test ) or anything else that can harm people . Unfortunately there will be sick bastards like this that kill and hurt people but giving up a freedom or allowing the government to regulate that freedom isn’t the answer .
