That's the first step that must happen before an area can be annexed.
Even if they did that, it would have been denied. It was a money grab on the part of BR. They wanted the revenue, but were perfectly happy not to provide services for as long as they could.

Yup. And they have now pivoted use the fact that the area is grossly underserved from a school standpoint as an argument against it all.
St. George will not have enough money for their local services based on current tax rates, yet the City of BR claims they may be financially destroyed if it happens. They are basically arguing against very simple math. The St. George side has been very consistent in their argument.

This argument will be hard to prove for BR. $46M that St. George will retain from the 2% sales tax only amounts to 5% of the total $960M City-Parish budget.

Should it be done? Probably. Focus on city governments and use the parish to manage infrastructure, drainage, etc.
They could be much more efficient that way.
But why would government officials willingly give up power?
The only way in our lifetime that we've seen dramatic change is this StG incorporation. And the primary power brokers in the parish and state have tried to fight it at every turn.

Your opinion only. Lafayette has already deconsolidated. EBR's consolidation is bastardized and no longer sustainable. Even the local NAACP is crying for this to happen. It won't be long once SG in incorporated.

If the merger gets tossed, it is because some combination of Zachary, Central, St George, and Baker decided that they don’t want Baton Rouge over the whole kitty.
Baker wouldn’t normally throw in on this but anything convincing them that they get more money than the status quo likely gets their attention.

Isn't Lafayette currently in the process of potentially deconsolidating?
That would be a good case study. I understand it's a smaller scale, but not so small that it's irrelevant.

I do find it funny that John Enquist is against St. George. If you look at his developments you'll find them in Zachary, Central, and Ascension parishes. He also has a development coming up in the St. George boundary near Woman's hospital. Perhaps less virtue signaling and more development inside the city is needed from this high profile developer.

Maybe the St. Georgians should be required to pay entry fees to EBR Parish to attend LSU games.
