He’ll I’ve been arrested and extorted for a suspended license.. owed 60 dollars for a dmv fee I wasn’t aware of and found out some small towns will arrest you to collect bond and fees

If you drop the insurance you HAVE to turn the plates in. That’s your fault. If your insurer didn’t inform you, it’s partially on them but still your fault.

$700 fine is beyond excessive for this type of “infraction” no matter how disorganized someone is in life
The fine is $700 because of the length of time the DMV considers him as having a lapse in insurance. Longer the lapse, higher the fine.

If you don't pay, there will be a "freeze" put on any DMV transaction, i.e. you won't be able to renew your license, get new registration / plate, etc. And if you're ever stopped & your license run, this freeze will show up. More charges attached to that ticket.

For a totaled car that wasn’t being driven. That he can prove was totaled and not being driven.
Honestly driving around without insurance all together is probably a cheaper ticket

I didn't turn my plates in when I bought my current car.
My old vehicle wasn't running. Had to pay around 200 dollars to the state.

I sold a car in California 10 years ago with Louisiana plates. Somehow my SSN is flagged and I can’t get SL. I still cannot get anyone on the phone to tell me why I’m flagged. I’ve called 4 times and waited over an hour with no answer.
I might buy land in MS and never register anything in LA.

If your license is suspended and you get pulled over, you will not be allowed to leave driving the vehicle if you’re not arrested. If they let you leave, they would be responsible if you got in an accident. Had a friend’s daughter get pulled over in Concordia parish. Her license was suspended because she had unpaid tickets. They detained her at the sheriff’s office until someone showed up to take her home. He asked the DA his home parish about this and he told him they can’t let a suspended person leave driving a motor vehicle.

The state of Louisiana has a draconian system, to be sure. It's really bad for poor people.
If you're poor and your car breaks down, and you can't afford to get it fixed right away, then you probably can't easily get the plates to the OMV. But you're also not going to pay insurance on a car that you aren't driving. So, the poor person has to find a ride to the OMV to turn in the plate. It's a bad system, because the poor person usually hopes that they will soon have the money to get the car fixed.

Just went through this whole process in a similar situation.
Sold vehicle to Echopark (which is now closed), the sales guy said they would handle turning in the plate and updating the status of the vehicle. Few years go by, we move homes, license expires and i find out i owe $700.
I was livid, tried reaching out to Echopark to provide a bill of sale or something showing I sold the vehicle. They couldn't find documents associated with sales in their Baton Rouge branch as it had been closed.
Worst part is DMV was able to identify that I had sold the vehicle and it had been re-sold shortly after in Texas. The DMV DGAF rules are rules, we mailed you several notices and you should have turned in your license.
So, I continued to call weekly and asked to speak with a manager. I was told by several managers there isn't anything they can do, pay the $700 or don't have a license.
Then finally I got the right manager on the phone. I laid into this poor woman about how Louisiana is a shite hole, blah, blah, blah. She ask to put me on hold, comes back and says "Sir I see where you sold you're vehicle a few years ago, we'll open your account, head to your local DMV tomorrow to get a new license". I was totally shocked, haha.
