I never understood this metric, because it doesn't correlate to "we will not overwhelm hospitals once we reopen things" in an intuitive way.

Data-driven models like the IMHE models still provide the best way to forecast thing thing, IMO.

well they should return to this language, it was the entire justification for nuking the nation's economy and shutting everything down.

Moving the goalposts to a more arbitrary standard makes no sense to me.
