It has been scientifically demonstrated that time speeds up when you are moving with greater velocity. That surely proves that time is a physical property of the universe. i think my friend was trying to make himself appear to be a profound thinker. Even if time isn't a physical property of the universe, what we think of as time can still be wasted.

Ticking away the moments that make up a dull day
Fritter and waste the hours in an off-hand way
Kicking around on a piece of ground in your home town
