To be honest, Coco is so hit a miss. I rarely make the trip down there sometime last year went out of Sevin canal and went north, only found crabs in the mud 
If you can go launch out of T-Irvs in Delac and fish the marsh to the NW or right behind the launch under the bridge on Caillou rd
With this weather ya gonna need deep holes and some moving water

$500 is not gonna get you much in the Mountain bike world, but a specialized rockhopper is a solid choice
Main thing with the bike is to get it sized right for you, too big / too small will ruin the whole experience
And a full suspension rig, well that’s another animal…
