It was actually built in 1992 by Fats Domino, hence the shape. It was supposed to be a big resort type island but never got finished.

dredged material disposal is correct. they dredge the channel to maintain a depth and pump the material into these man-made islands.

Check out the THUM Islands off of Long Beach, CA. The cover story is that they were built by a consortium of oil companies (Texaco, Humble, Union and Mobile), but I'm not buying into that bullshite. I'm pretty sure they are somehow being used to monitor Chemtrail dispersion rates over the U.S.'s 2nd largest metropolis. Houston is #4...
