Do people just lose focus after stopping at red lights?

I find myself honking my horn because when the light turns green, people just sit there. Probably playing with that phone. It’s a trend. Sure it may be only 5-6 seconds they wasted but if you’re 7th or 8th in line, that could be a difference maker in beating the light. And it’s brutal not making it during rush hour.
Today I was at the left turn lane. 2nd in line. Green arrow pops up. I give the 3 second courtesy. I see the driver in front is looking down( smartphone) so he doesn’t move. I honk. He gets surprised and looks around. I honk again and then he finally realizes the arrow. But this is one of those fast arrows so it turns yellow and he decides to stay put. Unreal. More waiting...then green arrow pops up and he’s not ready again! I honked. He finally gets going. I made it but the guy behind me didn’t.
The need to be distracted in our culture is an all time high.

Happens all the time at the intersection by my condo. The left turn arrow comes at the END of the green light, not the beginning. So people zone out thinking they need to wait out the red. I'm always ready to lay on the horn.

I would get everywhere I'm going 5-10 minutes faster if people would get off their fricking phones and just drive

Much of it goes back to self awareness and personality type
I want to get things done as quickly as I can. That works with driving too. When I’m at the self checkout, atm, buying gas, etc I’m trying to get through at quick as possible. I can’t stand waiting behind someone who takes forever to decide what to click on for every screen that pops up. It’s not just old people. Plenty of young people act like they’ve never withdrawn money before.
I want to get things done as quickly as I can. That works with driving too. When I’m at the self checkout, atm, buying gas, etc I’m trying to get through at quick as possible. My favorite is when you give them the courtesy honk because they are busy jacking around on their phone and they proceed to flip you off.

I get it and I used to feel the same, but you will enjoy life much more if you just relax and don’t let things like this get you bent out of shape.

I think in general people have lost focus on everything. They're basically completely unaware of what is around them, even at work.
I'm constantly telling my 11 y/o's to always be aware of what's around them...

I like the ones who are pulling out of a parking lot.
They pull up and wait, wait, wait but really they are not ready to go so they then pull up another six inches or so and start getting ready again.
