He drove by it earlier but gate was locked. Then went east to the school.
When water started rising he tried to go back to the school but couldn't so he turned and drove through the water to the cpsb building. Luckily the water knocked the fence down so he could get in.
Literly 5 min from having to swim to a tree or climb or to one of the buidlings.
