The way there was sorta gently handling the guy in cuffs and not many cops handling him, I doubt that is the shooter. Maybe it is though. Those were my first thoughts based on how they handled him. I bet he was just too close to the area.

The guy in the shorts may have been an initial suspect just because he was open carry and wearing camp.
