It's come to schools having to protect themselves from litigious parents. If the school was not informed of this kid's mode of transportation, they probably should have freaked out seeing little Timmy hop on his bike and ride off solo.
I don't believe the part about the threat to call CPS. Total cliche add-on to spice up a story and get people to side one way or the other.

Theres a kid in my daughter's 1st grade class in a similar situation. Beside the school is a big field with a walking track about the size of a track around a football field. On the other side of the field is a woodline with a neighborhood behind the row of trees. Maybe about a 6 or 7 min walk door to desk. The school told the kids parents they had to walk him over or drive him and must pick him up in the car rider line.

I know times have changed but my elementary school looked like a massive kiddie mud check parking lot every day, almost every kid rode their hog to school

My elementary school was literally in the middle of a subdivision and hardly anyone rode their bike or walked to school. This was in the early 80's. I lived too far to do either, but it always struck me as odd that a kid in my class that lived a block from the school was driven to and from school every day by his mom.

This does sound like all of the information is not being shared by the co-worker.
There was probably something about this in the paperwork the kid got on the first day and the parents did not read it. While I think the school should probably allow it, I also think the school MUST get some kind of waiver from the parents to allow the child to do so. Having the kid simply arrive at the school on his own puts extra liability and duty on the school so of it was against school policy that would also be understandable.
As for if the parents should allow the 7 year old to do so I think that depends on the kid. Some 7 year olds are not mature enough to handle it and some are.

Tons of kids walk themselves to my daughters school. Older area most homes built in 80s and 90s right next to the school. Quite a few bikes and scooters. After kindergarten I’m pretty sure they are released on their own to leave as they wish.

Teacher is doing the good ole “zero tolerance “ BS.
That being said, I went to my kid’s Kindergarten orientation. You need like 4 forms to walk that had to be registered and 5 forms to bike , again, that had to be registered. Parent should have realize that “times, they have a changed”.

Why should the school "allow" anything that does not happen on campus? If the parent indicated the child needs bus service that's different. They would have issues. Do bus drivers now have the responsibility of reporting who they picked up and who they didn't every morning?

That is so outlandish that I doubt it was said, but if it was it is out of line.
There should be some type of transportation form filled out. Was that done?

Kids still walk to and from school all the time, must be more to the story or maybe your coworker is being over dramatic

I let my kids ride bikes around the neighborhood and if their school was in the neighborhood I would let them ride to school. But I do get concerned about all the folks on the phone
