I think about shite like that all the time.

FINALLY, a salient point from you!! Ok, I'll respond...
Assuming your 10% is correct (and I work in the fire/police/safety business, and used to work in aerospace btw, I mostly dispute your figure), but lets go with it...
Would you prefer to possibly UP the odds from 10% to some higher number by having the people pay attention to their DUTY/RESPONSIBILITY or lower the odds by ignoring the instructions?

I've sat in the exit row on JetBlue flights a lot, the flight attendant comes and asks everyone as a group specific questions pertaining to being able to handle opening the hatch, etc. and each person has to give verbal confirmation that they understand and can handle it. No idea what's so bizarre about NZ's exit row that they need a 2-minute video though.

It's 100% excessive unless they knew for sure the couple didn't know what to do. Then they could have attempted to move them to a different seat for lack of willingness to perform the duties.

As long as the little old lady who wanted to stick her short legs straight verbally confirms she can handle an operation nobody can say yes to with certainty, you feel safe and secure. But someone not listening to where the exits are, the variation in light illumination, and oxygen bag inflation cautions, is a danger to your life in the event your plane plummets to the ground from 30k feet.

The chick put her fingers in her ears to avoid hearing the attendant and refused to watch the video. I would rather not only not take my chances with someone like that but I would rather such assholery not even be on the flight at all.

Try reading the story first. These precious snowflakes you're knighting for were in the exit row, one going so far as to even put her fingers in her ears to avoid paying attention. Yes, I would rather the little old lady who paid attention sitting there rather than the juvenile egotist. One is going to at least try to do the right thing, the other would probably do nothing but create drama then rush to be the first one to the cameras to talk about how crazy everyone was acting.
