It's a topping machine, not a cotton-picker. In China, they "top" the plants (removing apical bud off each and plant) to force them to grow more outward than upward. This gives the plants more yields, but it's very labor intensive.

Here in the US, we do it with chemicals.

Overall, it seems to be marginally better for the threads to do it by hand, but it's so incredibly labor intensive that it makes no sense for large farms.
