Just my opinion, but integrating spouses/SOs into the group does help to foster better relationships amongst employees. My wife's company does that, so I get invited to all of her office social functions, and they do pick up the tab, and I feel like it probably does help the work relationships when they all know me as well.
I understand not wanting to pick up double the tab, which might really be the case, but to say they aren't allowed, that's dumb.

We don't have quarterly happy hours, but we have works parties a few times a year and its pretty much expected that your husband/wife attend the event as well.

It's not to promote sexual relations within the company.

I don't disagree; but I also don't see it as entirely unreasonable or out of the ordinary for a boss to want to get his employees into a social setting where they have to interact with each other without anyone else around

No shite. A big reason I don't mind commuting is how family-oriented my company is.
EVERYTHING we do outside the plant involves spouses/guests and almost always kids.

My company's Leadership team has a quarterly off site retreat. For example, last time we had a suite at the local minor league baseball team's ballpark. We worked from 9a-1p, then everyone stayed around and drank beer and watched the ballgame. THE HORROR!!!
