"Community leaders" re-igniting efforts to redevelop north Baton Rouge: article deep dive

quote:
Three years after North Baton Rouge voters raised taxes to support an economic development agency focused on the needs of that community, it appears poised to tackle the work in earnest
LINK
No word on what "community leaders" did on their 3 year vacation.
quote:
Jerry Jones, appointed executive director of the Baton Rouge North Economic Development District late last year, has hit the ground running, amending the district's mission statement and goals and working on putting together a comprehensive plan for the district.
Glad he's pretending to work finally.
quote:
He's partnering with organizations throughout the parish to spur small-business growth while working to build stronger relationships between the district and both Southern University and Baton Rouge Community College. The objective is to help existing businesses expand and create jobs for people in the community.
He's made a phone call - maybe two.
quote:
It's been a slow process getting to this point, though.
No one has really done anything yet, but The Advocate doesn't want to come out and say it.
quote:
There was a burst of energy in 2016 when activists mobilized to secure an emergency room to replace what was lost with the closing of Earl K. Long Medical Center that had served that part of town.
The momentum continued as the community later approved a 2 percent hotel tax to fund the economic district created to spearhead future growth, then seemed to stall.
The Advocate seems surprised that no progress has actually occurred beyond what was already going to happen anyway.
quote:
"I look at what happened downtown. That took 10 to 15 years to come alive again," he said. Redeveloping north Baton Rouge, especially along Plank Road, "is going to take a lot of time and planning."
"We intend to spend millions of taxpayer dollars before you even see anything begin to change"
quote:
As part of its effort to jump-start economic development efforts in north Baton Rouge, the group Jones now leads is hosting a series of panel discussions and events focused on the community's needs.
Jones would kick started his new campaign for city council....if only he could spell "city" or "council".
quote:
It's an area that has undergone great change over the years.
None of it positive.
quote:
Chambers and others on the board of the Baton Rouge North Economic Development District point out that the success of Baton Rouge's Downtown Development District was boosted by the advocacy of former mayor Kip Holden.
They say Holden's focus on downtown aided in the adoption of policies and incentives that made redevelopment for the city-parish's central business district attractive, and profitable, to developers.
Gravy and others want the parish to shovel money into North Baton Rouge despite zero progress being made and zero sign of intelligent life from "community leaders".
quote:
Chambers said current Mayor-President Sharon Weston Broome needs to step up and be visible and vocal about bettering the landscape and quality of life in north Baton Rouge the way Holden was for downtown.
"I think it's time for Broome to deliver," Chambers said. "We're coming up on an election year, and voters will be looking around to see what has changed since Kip left office."
Chambers thinks Broome doesn't hate white people enough.

It's going to take more than that. Maybe Batman.

More fun:
Apparently The Advocate is now writing press releases for the north Baton Rouge redevelopment body.
No one at The Advocate seems concerned the budget for a few buses, some platforms, and lighting costs $50 million. Or that no one will use any of this.
A half-decent idea - focusing efforts on one corridor with "book ends" on either side. Too bad no one involved seems to know anything about anything.
Conclusion: The kind of nonsense in north Baton Rouge isn't going to be checked by The Advocate. Hopefully Chris Nakamodo doesn't retire/go national. Louisiana needs him.
quote:
"When it got to point revenue started coming in from the sales tax, we were able to stabilize and bring on a permanent executive director," LaFleur said. "As it stands now, we're geared up into growing our abilities to touch all businesses and constituents that live and work in north Baton Rouge."

According to previous reports, the goal is to redevelop the land along Plank Road for commercial or residential use to fit in with plans to set up a $40 million to $50 million express bus route between LSU and north Baton Rouge.

quote:
"As RDA is doing its master plan for Plank Road, the district has is starting to look at how to add incentives and layer incentives on top of Plank Road because the corridor is part of our retail study area," Jones said.

We call the area around Tony's Seafood is the demilitarized zone. There's usually a few cop cars around there. It's the one tiny spot in north Baton Rouge that's decently safe.
ETA: Tony's Seafood, Picadilly, Krispy Kreme, Cane's, Redemptorist, BRPD station, Raoul's, etc. That little neighborhood between Hollywood and Evangeline is the only semi - functional part of Plank Road until you get to Harding. It's straight up "Detroit" south of there until 22nd....but there is a small string of viable groceries, restaurants, and businesses right there all centered around the wildly successful Tony's Seafood.
If they could invest in improving the streetscape, lighting, and public safety there....they may be able to build on that slowly.
Also, if you haven't been to Tony's, it's worth visiting.

This has been my favorite rant of his over the past week or so....let's drop $300k on a home for it to be worth $200k in a year (if it doesn't get broken into/robbed)

The sad part is that redevelopment of the Plank Road area wouldn't be a hopeless endeavor if competent people were involved. There's no attempt to cooperate with anyone outside of north Baton Rouge, so there will be no stakeholders outside of the impacted area.
So far, this is nothing like the successful effort to redevelop Downtown.

That's a nice decorative iron-reinforced door.
Those were very common in otherwise decent looking homes in the declining Hickory Ridge section of Memphis.
Has anyone mentioned that I-10 basically flies over that house?

That home probably wouldn't sell for 75k

Can't just throw money at a situation and expect change, go see that thread about putting the homeless people in the middle of a DC suburb. Drugs and shite in the hallways.
The community's themselves have to want to change, and need a leader showing a good work ethic is a start. I'm not sure we'll see that kind of change anytime soon though.

I’m all for developing this area as economic prosperity does nothing but improve it, decrease crime, and make the city a better place as a whole. However this quote:
Makes me really question the ability of this tax payer funded task force. It took them 3 years to develop a plan? I’m not saying it should have been done in 3 days, but three years? What have they been doing if they are just now starting to develop the plan?

If it actually turned around they would start bitching about gentrification and affordability.

Until the inhabitants of NBR change their ways, no one with money is going to care to throw it away there. Guess that’s why they need to take the money from taxpayers to throw it away there.

That's the thing. No one in that area cares.
When I go outside, and I see trash on the street, I pick it up so my neighborhood stays clean. The people of North BR see that as an invitation to throw more trash on the street. It's sickening how people can just let their surroundings become filth
