Yeah seems like an absurd thing to spend a lot of money on. I bet it's a scare tactic, or they just do it once or twice to put real fear in people.

Someone earlier said that someone had to bring in a sample before they moved in.
But think of the potential. Not only has someone created a way for a disgruntled person to potentially bankrupt an HOA, but also an underground dog poop marketplace.

Yep, we had this in the neighborhood we lived in during the early 2010s. We had to provide a sample, but they let us move in first. It was gated (we were just renting) so it was effective at keeping the community clean.
Our current non-HOA neighborhood sits adjacent to a couple of HOA ones, but there is no gate and everyone walks their dogs through all of them. No way to enforce this in a meaningful way here.

Like said, this has been around a while. I am on a lease that does this.
Here is my lease agreement:
"The Property participates in a DNA dog waste management program (“DNA program”), the following rules apply to dog
waste. Every dog at the Property is required to submit to a cheek swab to collect a DNA sample, which is sent to the DNA
program’s laboratory for processing. All dogs are also added to a secure DNA Pet Registry. If dog waste is found at the
Property, a sample is collected and sent to the lab for matching. If the collected dog waste matches Resident’s dog’s DNA
sample, the fine is as follows: 1st offense - $250; 2nd offense - $350; 3rd offense and beyond - $450."

I remember growing up people didn’t give a damn about stuff like this. Dogs shite outside wherever they shite and it turned white and went away. A lot of people have become soft and weak these days.

I pick up lots of hound poop every day and analyze it myself.
Need to know how each hound is doing and poop is a great source of that information. Checking their nose for cool and wet does not give as much information.

Usually I'm on the "HOA's are a bunch of fascist fricks" bandwagon but not here. I'm 100% in support of this.
People are nasty and lazy. If they would just take the 1 minute to clean up your dog's shite we wouldn't have this issue and no HOA wants their neighborhood smelling like shite and it's residents stepping on shite b/c people are lazy and nasty frickers
