There is a reason Colorado has a law preventing HOA's from issuing fines in this situation.
What is the drought watering regulation? 2 days per week? How many gallons is she limited to? Why is everyone else getting by? Are they all breaking the drought restrictions?
The simplest answer is usually the correct one. She isn't watering that brown area at all. Based on the green grass being in the more shaded area, it is just neglect. Pure and simple.

Wondering if you could sue all of the asshats on the HOA board and in the mgmt company to recoup all of your court costs as well.
I'm thinking criminal charges. There has to be some law they're breaking if they're punishing people for NOT doing something illegal.

agreed. if she was watering it sufficiently she would have at least weeds instead of dirt/sand. she doesn’t want to pay the watering bill and/or doesn’t have a sprinkler system. just water at night until the start monitoring your water bill, it’s what I’ve always done during droughts that lead to “water restrictions”. I’ll pay your stupid fine compared to the $5-8k in sod it’ll cost me to replace my lawn.
other than that, I don’t have a beef with HOA’s. It keeps trashy people from being trashy. Don’t like it, move.
