I had this situation a while back. Guy next to me coughing and hacking all the time. Super annoying but I kept my mouth shut and learned to ignore it.
Little did I know, the ladies in the office told management it was distracting and the manager had to have a talk to the guy to keep it down.
Long story short: learn to live with it and let someone else do your dirty work

The congestive heart failure may be correct.
A family member had a persistant cough without sinus drainage. After decades, doctors discovered a faulty valve. They cleaned the valve. She still coughed. Ten years of blood thinners later, doctors told her it was time to replace the valve; the first replacement failed (Probably MRSA, the hospital didn't say) and she died the morning of the day she was already in the hospital for a second replacement. She had had rheumatic fever as a child which 'they' thought was the cause of the valve damage.

My Dad had the same thing as a result of his Congestive Heart Failure(CHF), Chronic Obstructive Pulmonary Disease(COPD), and a stricture of the esophagus which eventually caused chronic aspiration.
Perhaps you should suggest he just go ahead and die so you can feel more at ease at work?

Similar situation here with a coworker. I can wear headphones and tune out noise (humming and singing) but the guy bangs on his keyboard to the point where I can feel it (our desks are basically one big desk back to back). Don't want to sound like a bitch but feeling vibration in your desk all day is annoying he ever living shite out of me
