No, it is not true. You can download and read the exact wording of the executive order if you are interested.
It actually only includes stores of a certain large square footage with multiple departments. It closes garden centers, paint, flooring, etc. that requires extended interaction with employees. The word "seeds" is never mentioned in the order. Lowe's, for example, can continue selling seeds in the end cap displays as they always have. They may need to move the display out of the garden center, though.

That dress does her no favors. 20 lbs of potatoes in a 10 lb sack. Hideous as well as ill fitting. I like the color.
