Sound law enforcement practice or infringement of citizens' freedoms?
First Boston. Now Munich. I understand containing an area, like what they did in BR at Airline & Old Hammond. But an entire US city?

Actually I believe that Marshall law was derived from the Marshall Plan implemented after WWII. :)
