Angular momentum is basically calculated by rotational speed, weight, and radius of the spinning object.
Assuming no energy is added to a system, momentum is constant, meaning if you change the weight or radius of the object spinning the speed will adjust to equal the same angular momentum as before.
If you increase the radius or increase the weight, the rotational speed must decrease to equal the same momentum.
What Obtuse is saying is that by increasing the weight of all that water at the 3 gorges damn, we are increasing the weight at the end of the radius and therefore slowing the rotational speed of the earth.
I disagree due to the actual size of the earth.

The change is fractions of a microsecond IIRC, but it is measurable.

Not to be “that guy” but the rotational speed would definitely change. Your argument is that the change is so minuscule that we would not be able to detect it, or rather the signal to noise ratio in our best possible measurement suite would not be high enough to register a meaningful change.

They’ve been opening all the gates to lower the water level in the upstream reservoir in anticipation of the upcoming flood. So a lot of towns downstream have been flooding.
